different parts of the antville code don't agree on wheter topics are case sensitive, which makes weird stuff happen.

for example, i create a story in a new topic foo, but the the decide to change the topic to Foo. this creates a new story which says it belongs to Foo, but no topic Foo will be created. instead, there's still the topic foo which now contains the new story and the original one.

Changing the topic doesn't create a new story. Hitting the back button and resubmitting the story-create form does.
